About: Do you not think that the best thing the Federal Government could do would be to confine its efforts to an investigation; that any bureau it might establish having to do with this question should operate in an advisory or educational capacity, making it purely instructory, and leave the more stringent applications and regulations of those things to local authorities?     Permalink
